To really grab the attention with a design like this, you start with a lot of tiny circles. Then colour them in vivid colours and cut them in half. Now, instead of just throwing them at a blank page, carefully arrange them into rows, as if they're seated for dinner, and then, at the last minute, offset the rows so the eye can't quite fuse any circles back together.
